  • Location and situation: Oleshky (also spelled Oleshki) is a Russian-occupied frontline city in Ukraine’s Kherson region, across the Dnipro River from Kherson. It has been under Russian control since early 2022. Pre-war population was around 24,000; roughly 1,700–2,000 people remain (mostly elderly, plus about 50 children). Residents face severe shortages of medicine, food, clean water, and electricity, live amid mined roads, and endure ongoing fighting. About 90% of the city was flooded after the 2023 destruction of the Kakhovka Dam.
  • Melania Trump’s role: She and a representative worked directly with Russian and Ukrainian leadership as the “Exclusive Intermediary.” She initiated the discussions and helped align the parties on objectives, technical procedures, timing, and terms. This builds on her prior work facilitating the return of Ukrainian children taken by Russia.
  • How it will work: Non-military civilian leaders from both countries will jointly visit residents to assess needs. Those who want to leave will get coordinated transport to their preferred destination (some expected to choose Russia, others Ukraine). An American media organization is to accompany the teams for documentation. Demining of roads is part of the technical preparations.

Confirmations from the parties

Multiple outlets report that both Ukraine and Russia confirmed the limited deal. Ukrainian officials (including parliamentary faction head David Arakhamia and human rights ombudsman Dmytro Lubinets) referenced the upcoming humanitarian operation and corridors, with some credit also going to Melania Trump (and in one mention, Pope Leo XIV). Kremlin spokesman Dmitry Peskov welcomed her “significant contribution” to coordinating the humanitarian effort; Russian forces were reported to begin observing a pause around October 27 in some accounts.

President Donald Trump publicly credited it as “her initiative,” noting both sides wanted to proceed. White House communications director Steven Cheung described it as “amazing news” and a positive step.
